What is the amount of bribes requested by people in India?
The above numbers clearly suggest that Bribery in India is at a grass root level with close 86% demands were done for $5000 or less (2,50,000 rupees or less, out which more than half were for $26 (Rs. 1300) or less.
Because, corruption takes place at such a grass root level, it is extremely difficult to contain it.
Having said that, 14 people out of 100 taking bribes are for amount more than $5000 (Rs. 2,50,000). Actually, if you look at the top officials are even more corrupt. I will tell you why I say that –
The number of big bosses is merely 1%-2% of all officials, yet according to the report 14% of bribes are of huge amounts, showing that big bosses are involved even more compared to low level officials who are taking bribes.
On a sidenote, China’s number is much higher with 24% of reported demands were for amounts between $5,001 and $50,000, 6% of reported demands were for amounts between $50,001 and $500,000, and 6% were

77% of all reported bribe demands in India are related to the avoidance of
harm, including securing the timely delivery of a service – which is actually a right of a person (such as clearing customs or having a telephone line installed) and receiving payment for services already rendered
Only 12% of the bribe demands were for gaining a personal or business advantage (including exercising influence with or over another government official, receiving inappropriate favorable treatment or winning new business).
One thing for sure, we are now used to this corrupt system and take it in our stride as part & parcel. We do not want to go extra lengths and take the easy way out. But this easy way out is actually the roots of corruption in India.

Whooping 91% of reported bribe demands originate from government officials in India.
The greatest sources of bribe demands, were from national level Government officials (33%), the police (30%), state/provincial officials and employees (16%), and city officials (10%) respectively .
Do you know which of the two Indian ministries ask for bribe more than other? – They are Customs office (13%) and Taxation and Water (9%).
China fares slightly well when it comes to Government officials taking bribe (85%) – Another major difference is that India Police (30%) are far more corrupt than their Chinese counterparts (only 11%).

Compared to China, it differs significantly with 73% people indicating that they had received multiple bribe requests. Almost 20% of those individuals reported receiving more than 100 bribe demands in China.

Surprisingly, there were no reports in India of demands for “additional business” or “sexual favors.” In China, those demands accounted for a combined total of 7% of reported bribe solicitations.

coordination/ interpretation/ interpolation/ extrapolation, -MANIPULATION is either
intentionally-incorrect or randomly produced version of any of these, whereas
MISTAKE is unintentionally-incorrect version of the same. While creation is the
basis of existence as well as its continuation, manipulation is lack of
creation. That’s how the creative and the manipulative cults are mutually
immiscible in a given module of work.
Manipulative
attitude is one of the THREE MUTUALLY EXCLUSIVE BASIC TRAITS in humans, the
other two being communicative and creative attitudes. The mutual exclusiveness
of these traits makes a human have either one of these three attitudes, NOT two or all of

The
mutually exclusiveness of these attitudes also suggests that to eradicate
manipulation from a container entity, one has to REMOVE THE MANIPULATING INDIVIDUAL
ITSELF from at least controlling the entity at any level.
Identification
of a manipulating person need not wait for a post-incident analysis following a
debilitating action of his, but can be done pre-incident. Cult theory helps this
pre-incident identification. In this matter, only PRE-INCIDENT IDENTIFICATION
OF MANIPULATORS is meaningful, or else post-incident removal of one manipulator
will practically mean replacement of one manipulator by another manipulator,
and thereby the container entity gets unendingly rotten and rotten leading to
its sure death, because unrestricted manipulators always have greater
individual strength and thereby appear more promising, as manipulation, their
sole job, is easier than creation.
WHEN
MANIPULATION IS DONE WITH MONEY MATTERS, IT IS CALLED CORRUPTION which is the
most debilitating aspect of human existence around the world. This debilitation
is visible in developing democracies, apparently managed by developed
democracies by organizing to export it, apparently managed by communism by enforcing
to digest it, while in dictatorship, after initial euphoria, it is allowed to slowly
approach and consume the power pyramid, until naturally it consumes the very seat
of power. Unless this debilitation is arrested by marginalizing manipulation, consumption
of the seat of power is the ultimate result, irrespective of the form of power.
For example, in the US, government’s initiatives on health will always fail
against private initiatives for business on health – always, because perfect
solution to health dissolves all health businesses, which will always be
sustained through manipulation. Because health is invariably an evolutionary
process, – evolving either towards extinction or towards superiority of life -,
there can be no permanent solution to health but the perfect solution, which
will always be eclipsed by manipulation. So, unless manipulation is marginalized,
humanity is heading towards extinction, but before that happens the very form
of power obviously will take the beating first. However, wisdom expressed
through this article, can help any form of power survive by riding the human
existential evolution through marginalization of manipulation. And, like terrorism,
manipulation also cannot be nurtured only for internal control of one’s own
organization, or only to act against foreign entities/ nations.
Now,
what about clearing manipulation only of health sector? Its answer basically is
as indicated at end of the last paragraph. However, the minute dynamics is as
follows: Health is the corner stone of our existence. With general public
health wanting, manipulators have the competitive edge, as manipulation is
easier than creation. But, with general public heath adequate, creative people
have the edge for obvious reasons. So, in the environment of adequate public
heath, manipulation for its survival becomes far more aggressive and open,
requiring its marginalization more aggressive and open too.
Marriage
is the entry point to cult. A male or female individual of any bloodgroup can set
himself/ herself earn any of the three mutually exclusive basic traits by
suitably selecting his/ her life partner. So, futuristic perfect solution for a
corruption free society is to educate people about the cult theory and its implication.
Roasting/
cooking of food provided a switching effect in the evolution of apes to man, and
the switching action being instantaneous, there could not be found an evidence of
a (missing) link. Now, pre-emptive marginalization of manipulation, using the cult
theory, is destined to provide another switching effect in the further evolution
of humans on earth. To start with, this switching action is possible informally
at the (creative) individual level, and/ or formally at the group/ entity level.
Apart
from personally acting on, highlighting/ advancing this fact can be conscious
and pivotal mission of any one’s life to sustain one’s life’s meaningfulness/
effectiveness intact, and whatever else one consciously do may directly or
indirectly be meant to support/ sustain it. Because this fact of immiscibility
of the creative with the manipulative lies at the juncture that is simultaneously
at downstream of truth and fact, and at upstream of multiple lines of

However, propagation of cult-consciousness will essentially be started/ sparked off at the personal/ people level, NOT directly at political level. NOR, health-problem will directly cause it. Cult-consciousness is essentially a stress-buster that is sound, sustainable as well as rewarding to a far extent. This eureka-discovery on the part of individuals will be the initiator.
However, propagation of cult-consciousness will be carried out through a fundamental existential dynamics that timely truth and humans mutually promote each other like catalysts. Humans propagate or speak of/ voluntarily works
for those ideas that, when indulged, generate a sense of well-being and a kind
of luck that stitches into integrity their individual piece-efforts related to
their personal life, which piece-efforts otherwise generally fall apart.
Promoting cult-consciousness just does that especially when its time has come.
Rampant Corruption on one hand, and fundamental
medical hypocrisy on the other have pushed people’s mental stress level to the
brink so that the stage is set for cult-consciousness to propagate like wild fire.
General public needs to improve their personal individual informal politics, backed by their first-hand scientific understanding of existential dynamics. There seems to be no other go. We have to be now conservative in having confidence on systemic arrangements for furthering our existence. We have to find ways to divide our personal surrounding human population into creative, manipulative and communicative types, and be interactive to one, neutral to other and immune to another, depending upon of what type we ourselves are. By ‘we’, whom you are including here alongside yourself? If you have a criticism in mind about others, either keep silence or criticise those others openly. Why do you include yourself, because as I said, self-criticism in public is hypocrisy, and therefore self-harming.

Coming to Bengalees, they are the leaders of India for all times, as seen in the past and also, as will be seen in the future. The present low-profile of Bengal and Bengalees is requirement of the present time for quietly studying the enslaving forces emanating from within, also joining hands directly and/or effectively with those from outside.
The apparent general problem with Bengalees is that they are more propriety-minded than progress-minded. The PM’s recent statement implying ‘I am not responsible for what my subordinate did’ is the ultimate sure expression of a democratic and predominantly progress-minded person. He could not have said the opposite, for being responsible of a subordinate’s action will either mean dictatorship, or inaction. Because, at such high position one can neither do things solely oneself, nor can verify propriety of actions of all subordinates down the line. The apparent solution of post-facto punishment again means subordinates’ inaction or dictatorship, and thereby the country goes to a bunch of mindless dictators or sensitive non-performers.
So, the real solution for joining progress with propriety in a parliamentary democratic base is an object-based, practical method of pre-facto judgement – for this, India is not yet prepared. Because, India already had a pre-facto judgement system in caste and cult, its fault being that it was subjective and dynasty(work)-based, and not object-based. Parliamentary democracy may be the ultimate form of government, but people’s informal perception and informal judgement needs to be sharpened, which can be done, to start with, only by a superman ‘in whom Buddha’s heart and Sankara’s wit becomes one’ (similar to as said by Vivekananda). This time it will not be limited to India and its surroundings alone, it will be universal. However it must start in India, may be first in an infinitesimal scale.
Finally, a message to all common Indians: It is the nature of our existence that when things become unbearable, ‘heaven-sent’ solution comes within some more time, provided you wait for it by not indulging in violent or dramatic acts in the mean time. – posted on 23-March-2011
Most of the communities in India (such as Bengali), are succumbed in ‘Culture of Poverty'(a theory introduced by an American anthropologist Oscar Lewis), irrespective of class or economic strata, lives in pavement or apartment. Nobody is at all ashamed of the deep-rooted corruption, decaying general quality of life, worst Politico-administrative system, weak mother language, continuous absorption of common space (mental as well as physical, both). We are becoming fathers & mothers only by self-procreation, mindlessly & blindfold. Simply depriving their(the children) fundamental rights of a decent, caring society, fearless & dignified living. Do not ever look for any other positive alternative behaviour (values) to perform human way of parenthood, i.e. deliberately co-parenting of those children those are born out of ignorance, real poverty. All of us are being driven only by the very animal instinct. If the Bengali people ever be able to bring that genuine freedom (from vicious cycle of ‘poverty’) in their own life/attitude, involve themselves in ‘Production of Space’(Henri Lefebvre), at least initiate a movement by heart, decent & dedicated Politics will definitely come up.

India’s most corrupted dept. is police which is very well known to the world. But the recent phenomenon of growing number of innocent civilian get heavily punished to get good posting, promotion, transfer by planting stories and twisting facts, escaping the real culprits and put innocent behind bar is growing day by day. Even for petty crimes people are heavily penalised and punished with heavy hands and police, political, criminal, bureaucratic, judicial nexus even with the section of media showcasing the innocent civilian as criminal and extracting money even the so called civil society in the city is quite disturbing especially in Mumbai. Criminals are roaming freely on the street of Mumbai and find targets. There is sudden rise of crime. They create trouble against soft target and beaten and complaint against them with their power and influence with the police to extract money from the victim.
Transfer, promotion and posting in Mumbai police done based on their influence and money. Even constables spending lakhs of rupees for getting favourable place posting. When they are posted in their choicest place, they also brings an army of criminals to carry out their activities. Then these criminals roam everywhere identify soft target and even create trouble on road, railway stations, create mob, attack and hand over to police. Police then book the victim in any big criminal cases like rape, murder, chain snatching or any undetected cases and extract money and mercelessly beaten by group of policemen unless and until get unconscious. They even call media to show that they caught the culprit. The latest target is civil society who raise voice against corruption, injustice, human right violation, exposing builders, criminals, filing RTI etc.
In all the police stations, policemen keep patta (conveyor belts,) tyres, rope, steel rods, bamboos, chains etc. the list are endless to beat the victim. Nobody ready and willing to take against any action against this policemen and the so called seniors and their political masters never address the victim’s grievance because they are part and parcel of this crime.
Earlier organised criminals are working anonymously. Now they are working openly with the support of police which is visible to public at large. What is reported in the media or higher authorities is just 5% of the crime. But actual crime never reported. If there is any serious reporting against the juniors, it just end with a party or a bottle of whisky or like things. So reporting to higher up is not worthwhile and even they are further harassed and booked in another crime.
Today democracy under threat from official inaction and over action and unchecked system of corruption and violation of human right is the order of the day. Civil society is under threat. Save Democracy, save civil society.
Concerned citizen requesting to international audience to take up this issue and investigate thoroughly. Thousands of innocents are either disappeared or languishing in jail due to excesses committed by police criminal nexus.
In Mumbai some policemen acting against the ruling party with the support of some political party to carry out the agenda against the incumbant government to make bad name especially in Zone VI and central and state intelligence agencies with global watch need constant monitoring and vigilance against erring officials who have a hidden agenda. It is a wake up call for the Congress party to act now as some elements within bureaucracy, police, political, criminal nexus joined hand to embarrass the govt. Beware

What is the source of this data in the charts?
India’s mammoth corruption mass is in non-payment of tax by business class. You go to e.g. Floatel Hotel in Kolkata. After paying the dues, they will give you not a receipt, but a bill, with 2/3 carbon copies of it, with a printed statement on it that you undertake to pay the bill amount, and they will insist you to sign below the undertaking before they hand over to you a copy of it. If you argue, the lady at the counter will not take your argument citing system of the hotel, and because of your hurry, you will abide by it. Simple background reason for this is that they do not want to show income. Why this page is silent about the mammoth tax evasion technique/ culture of the business class? They want to divert attention to small pie to protect the business class? and fool people? How can u subscribe to these wolves, if u r a genuin person?
